The below is from the management firm used by the Holly Mill HOA.  It is mostly boiler plate and probably any HOA using them got the same info.

HOLLY MILL COMMUNITY SPRING CLEAN UP INITIATIVE MONTH

Spring is here, and as a community we have a responsibility to ensure that our homes are being well maintained and that each home reflects the standards and the by-laws that have been established within our community.

In an effort to show OUR pride as a community, April will be named,  HOLLY MILL COMMUNITY SPRING CLEAN UP INITIATIVE MONTH.  April is known for its mild temperatures, time for planting, pruning, weeding and overall general home maintenance.  Make our Spring Clean Up Initiative a time for the family to work together.  All homeowners will benefit from each home looking their best and ready for the summer months ahead.  

It is the responsibility of each homeowner to ensure that their home meets or exceeds the guidelines that have been established by our governing documents.  The enforcement of the governing documents is to protect the quality, integrity, and appearance of each home. The appearance and maintenance of each home has a direct impact on all the other homes within our community.  

Please take time to review the top 10 items that have been listed.  If you have items within or outside of this list, please see that the infractions are rectified.  By taking pride in your home, curing any infractions and being a good neighbor and homeowner, everyone will benefit from the positive results within our community.  

Make April our community Spring Clean Up Initiative fun for everyone.  

If you have any questions or require any guidance on correctly obtaining approval for specific home improvements, please contact Douglas Property Management

1)  Bare dirt showing in yard will be considered a violation (front or back if visible from the street)
            - Homeowners are required to have grass, mulch, or pine-straw as proper ground covers for complete yard.  No bare dirt is to be exposed

2.)  Mulch/Pine-straw beds 
            - Homeowners are to ensure that the mulch/pine-straw beds are properly outlined and the mulch/
            pine-straw is fresh 

3.)  Weeds
            - Homeowners are to maintain all grass, mulch/pine-straw beds that are seen from the street. Beds re to be free of weed infestation.

            - All lawns are to be sod. (seeded lawns are not permitted). Grass must be kept free of weeds. A good lawn service is highly recommended as they will keep the correct chemicals applied at the correct intervals. Many homeowners have discovered that the lawn service actually costs less than "do it yourself" with much better results and much less time spent working on your yard.

4.)  Mailbox post and mailbox                                                                        
           - Free of peeling paint, rust, mold and mildew.  House numbers must be visible and not faded on both sides of the mailbox, Flag must be clean and not faded.  Black metal Mailboxes should be kept clean and painted (Matching black spray paint). Bird droppings can eat through the paint and should be washed off with warm soapy water. Posts should be plumb (Vertical), mailboxes that are leaning need to be corrected.

5.)  Trees / Bushes / Natural growing areas
            - Homeowners are to prune, trim and maintain all bushes, trees and natural areas that belong to the homeowner
            .  Ivy growing upward on trees is to be treated and or removed.  Uncontrolled growth of ivy could result in the take-over of healthy growing trees, and homes. 

6.)  Mold and Mildew
            - Homeowners are to pressure wash any area where mold and mildew are seen from the street.  This is to include but not limited to the subject property, concrete areas, mailbox post, etc.

7.)  Garbage Cans
            - Garbage cans that are visible from the street are in violation (excluding trash day).  Homeowners are to remove cans from the street and place them in an area that the cans cannot be seen from the road by the evening the day of trash service. When trash cans are placed out for pickup they must be on driveway or sidewalk and not in the street.

8.)  Condition of Paint and Siding 
             - Homeowners are to maintain the quality of the paint and siding of their home.  If the paint is faded, peeling, and/or the siding is warped and faded, the homeowner is to provide a corrective action plan that will bring home to guideline of the homeowners association standards.  (All paint colors are to be pre-approved by the ACC even when re-painting the same colors)

9.)  Vehicle Parking
             - Vehicles must be parked in the driveway or garage and not in the street for people residing at the home. Guests can park on the street if no space is available in the driveway. Street parking is allowed for short term parking of guest and vehicles should not be parked on the street overnight.  

10.)  Back yard appearance
             -back yard appearance should reflect and resemble the same as the front yard appearance this includes your fences to make sure any leaning or warped boards are replaced.  Many back yards can be seen from neighboring homes and from the road.  Backyards are to be free of lawn debris, collection of toys, and not used as an outdoor storage area. The back yard is to be properly maintained with proper lawn cover, trimming of trees and bushes.  Natural areas are to be free of debris, ivy, weeds and dead branches and trees.

ANNUAL HOLLY MILL HOA MEETING
To be held 1/22/20. 6:30 check in for 7 pm meeting at the Depot, 164 Hickory Road, Holly Springs.

In my first 2 years I attended but found it was a waste of time.
Haven't gone since.

The HOA will never have a quorum so nothing can be voted on nor any election held.  Even with proxy's probably only 50 of the 663 homes will be represented.
The current board will continue to do nothing and not be responsive to inquiries.  If a vacancy occurs the BOD simply appoints someone they like to fill the vacancy.

For there to be a quorum of the 663 homes you would need 25% attending, that is 166 homes represented either by a proxy or a homeowner.  This will never happen, if 50 homes are represented, by a resident or via a proxy it would be a typical meeting.

Arrived this evening. HM has only 663 homes. I note that 588 violation notices were sent.
So only 75 didn't get a letter. Sounds like total BS to me.

Recent Violation Letters

Holly Mill Homeowners,

As many of you know violation letters were sent out around the middle of August through the first week of September. If you received a letter and did NOT correct your violation(s) in a timely manner, your received a SECOND letter around the second week of October. Please have these violations corrected by the second week of November. That week all homes that received the second letter will be re-inspected. Any homes still in violation will be fined.

For those of you who have completed your violation, THANK YOU, THANK YOU, THANK YOU!! Holly Mill is looking alive again.

Here are a few of the violations that were sent out:

Paint Shutters

They do not have to be black, they just need a fresh coat of paint the same color. If you changed the color of your shutters, you will need to paint your front door to match.

Pressure Wash your entire home

Paint or replace your mailbox

Please paint the post as well

Paint trim above the windows and/or garage door white

If you still need more time to complete your violation, please send Jay and email letting him know your address and date you will have violation corrected. jbrack@dpm-re.com Please remember that Jay is sending out these letters at the request of the board.

Again, a HUGE thank you to all the homeowners who have already corrected their violations. Hope everyone is seeing a difference in the neighborhood.

Douglas Property Management (DPM) Woodstock, Ga. - 

Poorly rated/reviewed online

Why use a property management firm that has so many complaints online? Time for Holly Mill to change to another firm.

DOUGLAS PROPERTY MANAGEMENT (Woodstock, Ga)
The internet site Birdeye has 95 reviews of Douglas PM, seems they collect them from all the other complaint sites on the Internet and lump them together.
DPM gets 2.4 stars out of 5.  (5/4/19 - OK, now up to 3 stars but some of those reviews look like DPM and the HM BOD are adding some bogus reviews to get the ratings up)
The reason they don't score worse is that many of those 5 star ratings are duplicates from several sites and read the same with the posters name changed.
For instance Cbowen846 is also ThomasB, both posting the same info and in fact Cbowen846 is on 2 sites exactly the same complaint.
In Feb 2017 the Holly Mill BOD got involved and they also jumped in to give their pals at DPM glowing and unjustified reviews. Here are their names: Amanda F, Frank A, Julie F, all officers of the HM BOD.
If you cut out the duplicate 5 star and HOA junk reviews the real star rating of DPM would be 1.5 out of 5.
They are a crappy firm and as a resident of HM I have posted my own complaint and think that they should be removed as the property management firm of Holly Mill.

DPM - A Poorly Rated Management Firm

Not getting a reply to a question I had forwarded to DPM I started looking into this firm and I was not pleased to find that they have been poorly rated over nearly 20 years.

In looking carefully at favorable reviews on 2 of the sites I found that very glowing reviews were made on the same dates.  In one instance 9 extremely good reviews on one day.

Even on the most active sites you are lucky to get 2 reviews in a month, 9 on one day on that site and similar activity on another indicated to me that a poorly rated firm was putting in, or having posted, bogus reviews and those comments are not added to this site.

I had a very unpleasant experience with Douglas Property today (2014). I live in one of the divisions managed by them. I called because I had a query with regards to the pool hours. I was told by Ken Thelen that I had no rights to query this. He was arrogant, sounded bored and totally unhelpful.

Do not do business with them - They are unhelpful and rude!!! - STAY AWAY!!!!

I have two properties located in different communities which are both managed by Douglas Property Management. At my first property, I have both quarterly and annual dues. I have had both positive and negative experiences. At this particular property, I pay for them to maintain the front yard, in our association its mandatory. 

The prices I feel are a little high due to the fact that we are still responsible for maintaining our back yard, so we have the tools necessary to take care of it but yet we still have to let them do it for $70/quarter. I have had one bad instance where they cut through several strands of my Christmas lights. I called the association and they had the manager out there within days to verify this and they took care of me accordingly. 

I have contacted a representative in their legal department who is MORE THAN helpful at allowing me to manage my property with them. I make monthly payments to take care of both the annual and quarterly dues. If my payment is received late, I do not pay fees, I'm still allowed access to the facilities and I'm not reported to their legal department, I'm more than happy.
At my other property we pay annual dues, they are very adamant on maintaining your front lawn in accordance of their bylaws. They can be a bit excessive in their "warnings" but once I took the time to speak with them about their grievances against my yard, we came to a mutually beneficial decision. I'm confident that if I have any further issues that they will be addressed appropriately and in a timely manner. 

The key to success with this company is responding to their letters and actively addressing your concerns. They can’t fix something if they don’t know it’s broken

dadu  year of 2015. This company is a joke! They manage the Mountain Brook in Woodstock, GA 30188. I paid the HOA fees and gues what? They credited someone else's acct. I got a letter in the mail that I am late and have to pay ASAP. It took them a week and 10 calls on my side + 3 emails. 

I sent bank statements , CF #, etc. Big issues. That should have not happened. Carol not the best or the most polite person to speak with. The lady that answers the calls the worst customer service skills. REDNECK attitude!

What seems funny to me is bob and all these other names listed as complaints dont work for the company, then complaining H,O,A had his car towed has nothing to do with them, covanince and violations a joke dont any of your communitees, have commitees ??????????????? then I read racisium, I am sorry but you people who cry that need to play a new card. Property Managers are there to help and assist, but if you dont have a working H.O.A in your communitee, step up form one. Get off your butts and do something but complain.

Mistakes on the financial handed out at our annual meeting and no minutes brought from the previous years annual meeting.

The manager had one of the Board members count the ballots. Not the lega
l process of an election. When it was suggested as due diligence from the board after 12 years of them managing the owner jumped up and said " I'm firing your community" and stormed out of the meeting. After that there was more than one person that commented "Wow, how professional was that!"

Poor Management Company – I have lived in a subdivision managed by DPM for many years and the homeowners here are extremely dissatisfied with this very hostile, inconsistent, and poorly managed company. Unlike what Boardmember said, there are no driveways with garbage or debris for long periods of time, dishwashers, or trucks on blocks. However, numerous violations have been permitted for years and have become the accepted standard. 

Therefore, the board has waived its right of enforcement. Many larger issues go unattended to and the majority of homeowners are permitted to do what they want while DPM and the board target certain individuals for prosecution and enforcement of the same or lesser violations. In some cases it is not even clear if the alleged violations exist or if the board or committee members have the right to enforce as they refuse to validate their claims or their authority. 

They won't respond to letters or requests and have not on occasion scheduled a hearing or informed homeowners of such a meeting as is required by law. They won't identify committee members or bylaws necessary to support their claims and they don't uphold their lawful duty to permit due process over disputes. They discriminate against certain homeowners. Instead of behaving amicably and professionally and acting in good faith in a fair and consistent manner, they try to threaten and intimidate select homeowners into compliance. 

After failing to respond and provide due process or a hearing, they purposely wait an extended period of time to file a lawsuit in order to intentionally run up fines to a homeowner after failing to notify the homeowner that their actions did not meet approval. 

Everyone I know including multiple realtors and people in the business do not recommend DPM in any way if you are interested in using a company that abides by the law and their own covenants and who acts in a fair and consistent manner. DPM used only bully tactics and is a very unprofessional group who have left a really sour taste in a lot of peoples' mouths.

As many other reviewers have noted all across the internet, they have terrible people skills, do not relate to or care about the homeowners. They think they can do whatever they want and are immune to the law and their own regulations. 

They are very biased in terms of which covenants they choose to enforce and which homeowners they want to exact them upon. They often make a big deal out of small things and let the big things go. They target a select few for discipline and legal action while permitting most violations to go unattended to by the majority of homeowners. Michael Douglas and his property management company behave in a way that is unlawful and unethical. They act in a manner that is arbitrary and capricious and discriminatory against certain homeowners. They don't abide by the Property Owners Act (POA) which governs their associations. Additionally, they are very unprofessional. 

You can't get an answer out of them or any information. A good property management company has a website which lists the covenants and all updates or amendments, the officers, members of the Architectural Control Committee (ACC) and the ACC guidelines, upcoming meetings, and minutes from meetings. DPM does none of these things. They don't notify homeowners of meetings as is required by law. Yet, despite all their violations, they try to strong-arm, threaten, and intimidate you if you dispute them over something. In short, the previous reviewer had it right - DPM acts like the mafia and has done nothing positive for our community. Our homeowners are all very dissatsified and everybody hates them. 

They have no business finesse and simply abuse their power. It is not even clear if all of their HOAs are valid or defunct because they refuse to provide evidence to support this. Start questioning them and find out for yourself.

Douglas Properties is the worst management company ever. They discriminate against select homeowners, harass the masses, and try to strong arm you for their financial and personal gain. They do not care about homeowners. They will not respond to your requests or attempt an amicable resolution to an issue. Instead they threaten you from day one. They will not provide you with names of their committee members or provide documentation of their compliance as is required and only makes good business sense. 

They will not follow through or respond to your letters or requests but act like they are God and they are going to come in and squash you like a bug to meet their unfair and even unfounded demands. Michael Douglas even came to my door personally after being instructed not to do so and was VERY threatening. He was thrown off my property and notified that a restraining order would be filed if he persists. This unfair governance must be stopped. Contact me for a class action suit.

My house is one of prettiest in subdivision.  I keep getting written up over a basketball net.  Fix it; buy a new one, cut it down.  Still written up.  I live on a slight incline so the net won't stay fixed.  Sad my grandchild can't enjoy the goal.  I am going to have to try to hire someone to fix it.

Condos are flooded with cigarette smoke around the clock coming through the walls and fire sprinkler systems. My child who has severe allergies has been to Wellstar 3 times for treatment and cannot sleep in her bed in her own room.  This has become health hazard that is putting my child's health at risk with second hand smoke.

      Let me tell you if you live in the subdivision of Fox Creek Crossing your in for a Heck of a time, the Douglas Property Management company is a 3rd party HOA who abuses thier power, I had parked legitimately in a parking spot there at my residence that I have lived at for 2 1/2 years and the truck was parked properly and correctly, and the HOA had it towed because they said it was parked improperly! Needless to say I had to pay \$125 for impound fees! SO disgusted with this company its not even funny!!!! DONT DO BUSINESS WITH THESE PEOPLE EVER!!!!!!!!!

      Lets just say a property management company that wants to charge people for holes in their lawn and dirty step. Both require a lot of wasted water. My association and management company wants to be able to foreclose on people already hurting from the economy.                                 I would not recommend them to anyone from my experience so far. I have lived in this neighborhood since it was developed in 1994 and cant stand it now.

      awful customer service. We have been lied to several times and treated like garbage by our property manager. There upper management does not return phone calls nor do they care about the residents in the community.

      They talk a good game. Could have better follow-thru and communications on addressing issues presented to them.                   Better training and guidance for employees new to property management would be a plus. They seem to get the bills paid on time, but lacking in formal follow-thru on ACC issues and filing liens, etc. without extensive proding from Board.
